I represent a network of about a thousand artists, technicians, designers, healers and forward-thinking individuals dispersed throughout Los Angeles.
We are preparing a business proposal for a new type of residential
project: a high-tech urban eco-village for artists, called OASIS.
Here are the basics of the plan: We will buy a warehouse and convert
it into a city-within-a-city, a live-work village for our formerly
dispersed community. About 200 people will live in low-cost apartments
there, but the warehouse will become home-base for the larger network
of people, since it will have cafes, an organic market,
state-of-the-art creative facilities (wood, metal, glass, digital
video, music recording, etc.) as well as day care, dance, yoga,
theater, art galleries, and a spa. In addition, we will have a hostel
to ensure a flow of international visitors.
The project will initially be funded by $4 million from angel
investors, although we will encourage everyone in our community to buy
as many shares they can afford.
Income will come from rent on the housing, as well as from the
community businesses (such as the market, cafe, or hostel).
Non-Residents will be able to purchase access cards so they can use
the arts facilities of the building. Our community will become known
throughout Los Angeles as a mecca for arts, crafts, fashion, and
performance, and these businesses will thrive. After paying costs, all
business income will funnel up to the Oasis organization to pay the
mortgage on the building and to fund eco-technology projects,
community development grants, visiting artist grants, etc...
We would like to implement our own community currency to encourage
trade among residents/members. By keeping money in our community, we
could increase Velocity, almost magically multiplying wealth (since $1
spent twenty times is just like $20)
Unlike pre-existing neighborhoods, we have the advantage of being in
control of all of the businesses within the building, so we don't have
to convince anyone to accept our money.
Since we will be building all new infrastructure, we will also be
able to use a smart card system if we wish.
People employed by the cafe could choose to be payed in either fed$
or in Oasis$. They could use the Oasis$ to pay for their rent, to buy
goods or services in the building, or even to trade with other people
in the community. Oasis$ could be incentivized, valued slightly higher
than fed$: for example, the cafe would accept $1 for a muffin, but
0.75 Oasis$ for the same muffin.
Since the Oasis$ will be backed/honored by Oasis businesses, which offer all of our basic living needs plus many luxuries, faith in Oasis$ will be very strong.
So we are trying to design this Oasis$...
It seems as if the only two options we have are a LETS system or a central- banking-fiat system like Ithaca HOURS. HOURS seems simpler for users, since it is convertible to fed$ and works very much the same. LETS seems more complicated to implement, slower, stickier, less liquid, less reliable.
And am I totally wrong about LETS? I suppose Oasis could create a
debit in its own account in order to pay a cafe employee...hmmmm
Can we create HOURS out of thin air? Must they be backed by a certain
amount of fed$? (or, like the goldsmiths, could we circulate more than
we actually have in our vaults?) How hard is it to manage an HOURS
system given our purposes?
In either case, do you think we would have to limit the amount of
Oasis$ that could be spent on any good or service? (as in the
restrictions of frequent flyer miles)
And I haven't even mentioned demurrage yet... That opens up a whole
other can of worms...
